The trouble with this is that black must cooperate by choosing a less than optimal move 4. Looking at the chessgames com database, 4 ... Bd6 gives black a slightly better chance of a win (bw 31.7%; draw 37.5%; ww 30.8%). Better for black is Nc6 (38.2%; 44.7%; 17.1%); or Bg4 (40.5%; 36.5%; 23%).

If white follows 4 ... Nc6 by 5 c4, he gets 5 wins, 8 draws, 9 losses; and 4 ... Bg4 5 c4 gives 1 win, 3 draws, 7 losses.

Analyse position

This position can be reached from 20 different ECO codes, so steering toward that position might be a method for you. Technically, the mainline continuation from that position is the same as the mainline of the Semi-Tarrasch: 1 d4 d5 2 c4 e6 3 Nc3 Nf6 4 Nf3 c5 5 cxd5 Nxd5 6 e3 Nc6 7 Bd3 cxd4 8 exd4 Be7 and it converges. For example, as white: 1 d4 d5 2 c4 c6 3 cxd5 cxd5 4 Nc3 Nc6 5 e4 Nf6 6 exd5 Nxd5 7 Nf3 e6 is nice if you can get there. So you might want to also consider 1 d4 and 1 c4.
Also, Yevseev's book on the French gives a way to play the Tarrasch French for white which accepts an IQP.

Suppose a person wanted to practice plauying positions with isolated queens pawn (
IQP). Could he fashion a repertiore that would almost guarantee an IQP from every opening his opponent might try?

Here is what I came up with:

As White:
