Technically not a "forced" draw since, as you yourself pointed out, White didn't have to take your Queen. In fact, he had a forced (correct usage this time) mate.

Perfect example as to why the stalemate rule exists. White threw away an easy win. He wasn't even forced to take the Queen. He blew that on his own.

The stalemate rule came about as a punishment against a player for having a winning advantage but lacking the skill to checkmate his opponent. I'll see if I can find the game you mentioned.

there are many of the elite players who believe a stalemate should be a "win" and not a draw. Please have a look at Jakovenko,D vs Gelfand,B for a recent and astounding example. The game is from FIDE Grand Prix, 2015. In my meager opinion White should be given a full point..
