Time cutoff for tournament start regardless of whether achieved intended number

When creating a tournament, I would find it useful to be able to specify a start date that would take precedence over recruiting a certain number - this would be especially helpful when trying to create a closely fought tourney using rating limits in say a specialised opening.

For example - the tournament organiser would like up to a 10-player all-play-all, but the tournament will start in 2 weeks (or some other limit) if it hasn't yet got 10 players.

I think the benefits are:
1. Organisers can try for larger tournaments without worrying that they might never start
2. Players can sign up when they are ready for more games and not have to remember to withdraw if they get bored of waiting and start more games elsewhere instead.

This is quite a good idea, when I usually enter a tournament I usually don't expect it to take longer than two weeks for it to recieve the number required unless the numbers are humongous. However, the time limit would have to be pro quota depending on the size of the tournie. Rich you got the posting title wrong though - if it achieves the right number the tournie would just start. I think you meant if haven't achieved the intended number.
